That number represents the effort to quantify the impact of the campaign, which was launched by AmEx in 2010 as a marketing counterpart to Black Friday and Cyber Monday. AmEx offered rebates to a limited number of cardholders who bought from Main Street shops on the Saturday after Thanksgiving, but the campaign is payments agnostic, making the impact on small business owners bottom lines difficult to measure . The widespread adoption of Small Business Saturday is easier to quantify. Forty-one governors issued proclamations supporting the campaign, and more than 3.3 million Facebook ( FB )users have liked a page dedicated to the promotion.

With the two regulatory approvals, the deal is now clear to be completed. The European Commission said it was granting approval for the deal because a combination of Nokias handset and smartphone business with Microsoft wouldnt substantially harm competition. There are only modest overlaps between the parties activities and the links between Microsofts mobile operating systems, mobile applications and enterprise mail server software with Nokias smart mobile devices are unlikely to lead to competitors being shut out from the market, the commission said in a statement. The two companies announced plans for the acquisition in early September with Microsoft CEO Steve Ballmer calling it a bold step into the future for his company. Both Microsoft and Nokia have been closely collaborating on smartphones running Microsofts new Windows Phone operating system.
